<p>After an hour-long executive session to discuss personnel matters, City Council convened. All members were present.</p>
<p>MAYOR&#8217;S COMMENTS</p>
<p><strong>Mayor Goodwin stated that this year’s firework festivities</strong> will go forward as planned, at 2nd Street East, on the beach.</p>
<p>On July 15 at 6 pm, the City will be <strong>unveiling a historical marker for the 55<sup>th</sup> Massachusetts Regiment</strong>, which was stationed on Folly Beach during the Civil War.</p>
<p>“This regiment was formed as an overflow crew of the famous 54<sup>th</sup> Massachusetts Regiment,” said Mayor Goodwin.  “There were nineteen graves found at Sunset Point, and those bodies were eventually transferred to Beaufort.”</p>
<p>Since July 18 marks the anniversary of their assault at Battery Wagner; on the previous Friday (July 15) the City will be holding a commemorative ceremony in the Folly River Park.  The dedication will occur at 6pm.</p>
<p>Council member D.J. Rich motioned to approve the Consent Agenda, with Council member Laura Beck seconding the motion.  <em>The motion carried unanimously. </em></p>
<p><em> </em></p>
<p>Council member <strong>Eddie Ellis motioned to postpone approval of the minutes</strong> from the meeting of July 14, 2011.  He felt that he had been misquoted in the past, and did not want to approve the minutes until the next meeting, after he had a chance to hear the audio from the meeting as well.  <em>The motion was seconded by Mayor Pro Tem Beck, and carried unanimously. </em></p>
<p><strong>CITIZEN COMMENTS: Dispatch Concerns</strong></p>
<p><strong>Susan Breslin </strong>stated that she was driving down East Arctic Ave. on her way home, when she was stuck behind a pickup truck.  The truck had pulled down an overhead wire, which was about 60 feet long and wrapped around the truck and boat it was towing. She called 911 and informed the dispatcher of her location, adding that the dispatcher was friendly but unfamiliar with the area. She said the dispatcher didn&#8217;t seem to understand the concept of wires crossing the street from telephone polls.</p>
<p><strong>Sandy Townsend </strong>also stated that she had some issues with the new 911 dispatch service.  She said that in one instance, while living on Sandbar Lane, one of their apartment units caught fire.  After calling 911 with a “704” area code, she was told that they don&#8217;t answer out-of-area phone numbers. Furthermore, she called Chiefs Wade and Boatwright on their personal lines before receiving help from the dispatch office.  “As a resident of Folly Beach, I feel like the 911 service has not done us justice,” stated Townsend.</p>
<p><strong>Wesley Floyd Harrell </strong>of <strong>124 Mariner’s Cay</strong> said that he has been a police officer for 34 years, and is also a retired veteran.  He continued that about eight years ago, Florence County went to “all this 911 stuff,” which eliminated some jobs.  He believed that his police officers knew the dispatchers well and in turn knew the incident location or “10-20” better than county operators.  “Folly Beach is a great community, and it would be more beneficial to have dispatchers in a set location on the island,” added Harrell.</p>
<p><strong>Toni Manis </strong>of <strong>1742 East Ashley Avenue</strong> said that she has used the direct number “(843) 588-2433&#8243; that rings in North Charleston for emergencies, and although she has gotten through a few times, she has also been cut off.  Manis also expressed sympathy for both dog owners and bird advocates about the debate over dog regulations at the east and west ends of the beach.</p>
<p><strong>ORDINANCES </strong></p>
<p><strong>Ordinance No. 20-11 (An amended ordinance defining where dogs are allowed on the beach) &#8211; Third Reading</strong></p>
<p>Council member Ellis motioned to approve this ordinance, with Council member Paul Hume seconding the motion. Ellis said that Melissa Bimbi of the U.S. Fish and Wildlife Service sent Council a lot of information, which had been very helpful.  He added that he felt as though they had not got all of their foraging information correctly, however.  He continued that shorebirds, when healthy, will flush more and relocate to the end of the island.  Another problem addressed was enforcement.</p>
<p>“Without an absolute strict line of enforcement, it may cause a lot less impact now than if we pass a bunch more regulations, and don’t enforce them,” stated Ellis. “For tonight, based on the information presented, I would appeal to Mayor Pro Tem Beck on this issue.  I am going to vote &#8216;no&#8217; on this issue.  I know I have been getting beaten up in public, but I don’t care what they do to me.  It is a very classy thing to vote your ideals, go out there on a limb, and do what you think is right.”</p>
<p>Beck said that she felt that allowing a dog off a leash is a privilege, and that a compromise has to be reached.</p>
<p>Ellis added that he was voting &#8216;no&#8217; regarding proposed plans for the west end of the island regarding this plan, but that he was comfortable with what they are doing on the east end.</p>
<p>Hume stated that, as he saw it, dogs would still be allowed on the beachfront up to the first groin.  He further felt that, in effect, that they were going back to the 2009 rule.</p>
<p>Council member Charlie McCarty added that this is an issue that has been deeply discussed and studied, and has resulted in a decent ordinance, which definitely reflects some compromise.</p>
<p><em>The ordinance was ratified 5-2, with Beck and Ellis opposed.</em></p>
<p><em> </em></p>
<p><strong>Ordinance No. 23-11</strong> (<strong>Specifies that kegs are not allowed on the beach) &#8211; Second Reading</strong></p>
<p><em>The second reading carried unanimously.</em></p>
<p><strong> </strong></p>
<p><strong>O</strong><strong>rdinance No. 21-11</strong> <strong>(Terminates the February 2010 intergovernmental agreement entered into by the City of Folly Beach and Charleston County regarding the early transfer of Folly Beach Dispatch to the Charleston County Consolidated  911 Center) &#8211; First Reading </strong></p>
<p>Ellis, who introduced the ordinance, posed the question, “Where do we go from here?”  He felt that if the City chose to “pull out” of its contract with the County&#8217;s dispatch service, that a short-term and long-term agreement both needed to be addressed.</p>
<p>“We’re getting out of the short one, which brings our dispatchers physically here,” continued Ellis.  “We will not get out of the long-term agreement, though.  We have up until next July to provide to them, in writing, that we do not want to be in that if so decided at that time.”</p>
<p>Ellis said that Charleston County will accept the termination notice, and furthermore will provide the City with 90 days of dispatch service, free of charge.  They will also aid in the cooperative transition of Folly Beach Emergency Dispatch Center with the Consolidated 911 Center, and will also continue to consider Folly Beach as a full partner in consolidated dispatch.  This would allow the City to enter back into this agreement “further on down the road.” Ellis felt as though Charleston County wants to keep Folly Beach in the long-term agreement.</p>
<p><em>The first reading carried unanimously.</em></p>

<p><strong>Ordinance No. 22-11</strong> (<strong>Approval of the fiscal year 2011-2012 budget) &#8211; First Reading </strong></p>
<p>Rich motioned to approve the first reading, with Beck seconding his motion.  <em>The first reading carried 5-2, with Clamp and Ellis dissenting. </em></p>

<p><strong>CITY COUNCIL COMMENTS</strong></p>
<p>Rich encouraged residents to enjoy their Fourth of July celebrations safely, while Beck encouraged them to “keep it in a cup.”</p>
<p>Council member Pennell Clamp said that he was at a party on the beach recently, and that the public safety officers on beach patrol are doing a fantastic job.  He further believed that their discourse with residents, as well as maintaining the cleanliness of the beach, have far exceeded the expectations of Council.</p>
<p>Ellis announced that he has spoken with Steve Robinson of Public Works, and that Charleston County has suspended the “no plastic” ban.  He further added that one can use plastic bags, as well as put them out to the curb.</p>
<p>Hume noted that it had been two years since the infamous beach trashing on the Fourth of July.  He also said that he has noticed a major change in attitude in the people of Folly Beach, as well as enforcement carried out under the supervision of Chief Brown.</p>
<p>Mayor Goodwin concluded the meeting, stating that the firework display can be seen from Center Street, the beach, and really is up to citizens’ preferences where they would like to view from.  He also urged residents to “have a safe and happy Fourth of July.”</p>

<p>May we thank you a thousand times and just tell you how honored we feel to be part of this community.</p>
<p>September the 9th will always be in our memory as the night where a whole town came out to celebrate this dream of compassion together. You fired up our inspiration again and gathered our confidence to make the ‘Madaktari’ work in Africa a reality.</p>
<p>And it’s really not us doing this work. We’re part of a larger community, of people who are also heading in the same direction as us. Each with his own talent; helping out to help our families, our neighbors, our children, the environment and the animals.</p>
<p>Man, This whole island is packed with heroes!</p>

<p>Dear Editor:</p>
<p>Isn’t it refreshing for a candidate to actually follow through on campaign promises?  Our own Mayor campaigned saying he wanted to implement a system to notify residents of important issues they needed to know.  Within a few short months of election, that system was in place!  Not only is it in place and working well, but a grant was found to help defray the costs.</p>
<p>I am a full-time resident who works and doesn’t watch much TV – especially the news – and also doesn’t listen to the radio.  Therefore, when the two calls came in to my home phone informing me of dangerous rip currents and office closures, I was “in the know.”    One of my friends at Mariner’s Cay also told of getting a call informing of a power outage there.  How great is it that the calls can be directed to everyone or just those who need to know!</p>
<p>So, I offer a heartfelt “thank you” to Mayor Goodwin for his good work and follow-through.    Good job, Tim!</p>

This family event is free and includes tricks, treats, games, food and fun, as well as a Costume Contest at 7:30 p.m. Part of West Indian by the Community Center will be blocked off for additional outdoor activities.</p>
<p><strong>We need your help … and your cookies!</strong></p>
<p>Volunteers are needed to help run booths, pass out candy and supervise children from 6:30 p.m. to 8:30 p.m. If you would like to help, please contact Kathy or Jim at 588-9341. Cakes, cookies, cupcakes, and brownies are also needed for the famous Halloween Carnival Cake Walk. Food donations may be left at the Community Center after 4 p.m. on Saturday, October 30.  Both accidental tourists and dedicated turtle watchers received a rare treat when two sea turtles – a loggerhead named Santos and a Kemp’s ridley named Surfer &#8211; were released on August 25 at the Folly Beach County Park. The South Carolina Aquarium Sea Turtle Rescue Program and the South Carolina Department of Natural Resources joined forces to facilitate the release.</p>
<p>The released loggerhead turtle, South Carolina’s state reptile, was a 100-pound juvenile loggerhead cold-stunned off the New England coast in the winter of 2008 and treated for a year at the Marine Animal Rehabilitation Center at the University of New England. In November, 2009, the turtle caught a ride in a small Piper Twin Comanche piloted by Ronnie Santos, from Mount Pleasant, S.C. It seemed appropriate to name the turtle after the man who brought him to the South Carolina Aquarium Sea Turtle Rescue Program.</p>
<p>Kemp’s ridleys, the smallest and most endangered of the world’s seven sea turtles species, normally nest off Mexico, although a small number of Kemp’s ridleys have nested consistently at the Padre Island National Seashore in Texas. Their range extends along the Atlantic coast as far north as Nova Scotia, but they are seldom seen unless hooked by a fisherman. Surfer, the Kemp&#8217;s ridley, was caught on a hook and line four months ago by a surf fisherman on Hilton Head Island and underwent surgery to remove the hook deeply embedded in his esophagus. A hook left in the esophagus of a turtle in the wild often results in death.</p>
<p>The South Carolina Aquarium Sea Turtle Rescue Program works to rescue, rehabilitate and release sea turtles that strand along the Southeastern coast. The Sea Turtle Hospital admits 15 to 20 sea turtles each year, many of whom are too sick or badly injured to survive. Thus far, 54 sea turtles have made a splashing return to the wild, including Santos and Surfer.</p>

<p>The rain earlier in the day had left the sand wet and hard. The tide was coming in and the clouds had decided to stick around. It could storm again any minute. But that didn’t stop the members of the Charleston Bocce League (CBL) from holding their first annual Bocce tournament.</p>
<p>So at 6:30.p.m. on August 24, 22 two-person teams gathered on the beach in the third block of West Ashley and battled it out over suds, sand and sportsmanship to be the 2010 champions.</p>
<p>This is a significant milestone for the fledging league, which is not quite a year old. Organizers, the husband and wife team of Adam and Katie Webb, began the journey to start a league after a second honeymoon of sorts in Northern California last October, where they witnessed structured games of Bocce first hand.</p>
<p>“Living in Charleston and playing Bocce just about every weekend throughout the summer, this seemed like a no-brainer and needless to say we loved the idea,” said Adam.</p>
<p>“This way we have a chance to take a break, relax, and enjoy each other’s company in a laid back yet competitive environment. Plus it gives us an excuse to get out to the beach more often,” Katie said.</p>
<p>The CBL is now part of a six-city league that includes, Charleston, San Francisco, Los Angeles, Atlanta, Chicago, and Portland, Oregon.</p>
<p>During the season, the CBL meets every Tuesday evening and each team plays two matches with a match consisting of five games. Team names run from standard to creative. Some favorites include “Balls on the Edge,” “Bocculism,” “Bocceholics,” “Bocce and Bullwinkle,” and “I Thought I Signed Up For Kickball.”</p>
<p>The recent tournament was played bracket-style, like NCAA, each winning team pitted against another winning team until the final two winners play against each other. The winner of this tournament is invited to play at the national tournament later in the year in Las Vegas.</p>
<p>“They also receive a trophy and a $200 prize,” said Webb. “In the future we hope the league can cover the expense to send the champions to Nationals, but that would be determined by the size of the league and the expense,” he said.</p>
<p>In a nutshell, local Bocce is played with a set of four balls for each team, one set is red and one is either blue or green. Then each team has one off-white pallino, a smaller ball about the size of a golf ball used as a marker. The object of the game is to get your team’s balls as close to the pallino as possible. After both teams have thrown all their balls the team with the ball closest to the pallino gets a point for every ball that is closer than their opponents. This is a match.</p>
<p>According to bocce.org, versions of Bocce started some 5,000 years ago, when Egyptians tossed polished stone at targets on the ground. In modern times, the first Bocce clubs were organized in Italy, with the first leagues created around 1947. Italian immigrants coming to America at the turn of the 20th century brought the game with them and it’s thanks to them that Bocce has come to grow in the United States. Next to soccer, it is the most popular sport in the world, according to bocce.org</p>
<p>Still in its infancy, the CBL is off to a good start, especially with a sponsorship from the Drop In Deli. “We gave them beer cozies, t-shirts and a place to eat and drink on league nights,” said manager/owner Matt Loda. “We expect to do the same thing next year. It’s been a fun experience.”</p>
<p>The Charleston Bocce League has only been around since January 2010, but it has certainly flourished. With more than 45 members and local sponsorship, Bocce on Folly will be rolling smoothly for some time to come.</p>
<p><em>Editors Note: Weather caused the end of the tournament to be postponed and a winner was not named. The final two matches took place after The Current went to press. The winning team will be announced in a future issue of The Current. <p>The City of Folly Beach will honor a “Hometown Hero,” Dr. Dilan Ellegala, at a city-wide celebration at 7 p.m. Thursday, September 9, for his pioneering work with health care professionals in Africa. Doyle “D” Word, the volunteer director of Dr. Ellegala’s foundation &#8211; Madaktari Africa &#8211; will also receive a “Hometown Hero” award.  Both men live on Folly Beach.</p>
<p>“Many people on Folly Beach knew Dilan and D as wonderful neighbors, but we had no idea of the remarkable things they are doing in East Africa until we read The Post and Courier’s outstanding series on Dilan’s work,” said Folly Beach Mayor Tim Goodwin. “We want to celebrate that work, and contribute by raising badly-needed funds.” The City is also recognizing Madaktari team members and the MUSC Global Health Team.</p>
<p>Dr. Ellegala trained medical paraprofessionals at a clinic in rural Africa to perform neurosurgery. He is now organizing other health care professionals – doctors, nurses, and medical technicians – to pass on their skills so that East Africa can develop first-class medical care in a third-world setting, without relying on visiting professionals who provide care without passing on skills. He juggles that work with a neurosurgical position at MUSC, which has supported his work by creating the MUSC Global Health Team.</p>
<p>Mr. Word left retirement to head up Madaktari Africa as a volunteer. The foundation negotiates with African governments to establish its programs, recruits medical professionals to do the training, and obtains donated medical equipment and supplies to support the work.  Many of the volunteer medical professionals come from MUSC.</p>
<p>The Folly Beach celebration will be held at the Holiday Inn/Tides Hotel on the second floor.  The hotel is contributing the space. The event will include presentations to Dr. Ellegala and Mr. Word and a slide show and talk about the work of Madaktari Africa. All Folly Beach residents and owners, as well as friends and colleagues, are urged to attend this happy event.</p>
<p>The City encourages everyone to contribute to this outstanding work. Madaktari Africa has an urgent need for funds to ship medical equipment already contributed to Africa. The cost of a container and shipment is between $9,000 and $15,000. Contributions can be made at the celebration or by mail to Madaktari Africa, c/o City of Folly Beach, PO Box 48, Folly Beach SC 29439.</p>
<p>“Right now, I have a basement full of donated medical equipment,” said Mr. Word. “When I travel to Africa, I take as many suitcases full as possible.  We could use some old, small suitcases, but it would be great to be able to ship a container of this wonderful, modern equipment.”</p>

<p>On June 26 at 12:00 noon Americans and the world will have an opportunity to join hands on our beaches and draw a line in the sand against expanded offshore oil drilling in our waters.</p>
<p>This is an opportunity of national and global importance, an opportunity for any individual to go to their beach or city and join hands in the protection of our coastal economies, marine environment and wildlife.</p>
<p>This isn&#8217;t about politics; it&#8217;s about protecting all we hold so dear. Despite our differences, we are all Americans and world citizens who value our coastal heritage and encourage everyone on Folly Beach to participate for this cause.</p>
<p>We are joining hands to say NO to offshore oil drilling and Yes to Clean Energy from 12 to 12:15 but the event lasts from 11 am to 1 pm.  There will be speakers, t-shirts, and more.  Refreshments will be available at Blu – Holiday Inn.</p>
<p>In Florida on February 13, 2010, over 10,000 people joined hands on nearly 100 beaches along the entire coastline, gathering in order to stop the expansion of oil drilling in our coastal waters. Now, just a few months later our entire Gulf of Mexico marine environment and coastal economy is at risk from the very thing we tried to stop: offshore oil drilling off our coast.</p>
<p>The Deepwater Horizon disaster is a wakeup call. Even as the Gulf disaster grows, British Petroleum and other oil companies continue to push for new offshore drilling anywhere oil might be found regardless of the risks they pose. The offshore drilling industry is a dirty, dangerous business and no one industry should be able to place entire coastal economies and marine environments at risk, so why is this allowed to happen?</p>
<p>America could be, and should be, one of the world’s leaders in expanding cleaner energy sources yet our political process is paralyzed by oil, money and influence. It is time for our leaders in all countries to take bold, courageous steps and open the door to clean, renewable energy and finally extend a hand to free our countries from our addiction to oil.</p>
<p>Together we have an opportunity to change America and the world on June 26. This is a critical turning point in finally changing our prehistoric energy policy towards the light of clean energy. Let us work together and share our passion and energies to protect our coastal economies, oceans, beaches, waterfowl and marine life.</p>
<p>On behalf of those who have been and continue to be affected by this disaster of epic proportions in our Gulf of Mexico, we extend our deepest appreciation to all of you for Joining Hands across America and the world on June 26.</p>

<p>In the old days Folly Beach had one vagrant. We all knew him and he was pretty harmless at first, but eventually he was not allowed back on the island because so many people had “no trespassing” orders against him that he couldn’t come across the bridge without being arrested.</p>
<p>Now we have at least eight vagrants camping illegally on the beach, with more coming all the time. They sleep on the beach, under unoccupied houses and in wooded lots. Last week I saw two of the more notorious vagrants crawling out from under the Tokyo Crepes building on East Ashley. When Public Safety finds them they are arrested for “illegal camping” and in the rare cases where they are arrested, they are back on the street the next day. Police have busted up several camps in wooded lots, but the vagrants just find a new place to set up camp.</p>
<p>They can usually be seen panhandling in front of Bert’s or other downtown businesses or drinking on the beach, and it’s getting worse. Recently Bert’s had to install six new security cameras to deal with the thefts that are occurring there and I am sure other businesses have been affected as well. It is not known whether the vagrants are responsible for the recent surge of thefts from cars parked on the right of way and under people’s houses, but it’s not hard to imagine a connection.</p>
<p>Public Safety Officers have told me their hands are tied. Issuing a citation for “illegal camping” is the only instrument that can be used to control the situation and that doesn’t get them off the beach and it doesn’t protect our businesses.</p>
<p>As a community we need to come together and say “If you’re not an asset to the beach, if you’re just here to leech off of us, you have no place on the beach.” We need to send the message that they are not welcome here. Give them bus fare for a one-way ticket and tell them not to come back.</p>
<p>Why should we as residents with homes and jobs be expected to endure this? Is this the image we want visitors to see when they walk around Folly Beach? We need a vagrancy ordinance with some teeth in it that will protect residents, visitors and businesses and allow our Public Safety Officers to do their job.</p>

<p>Holiday Inn Folly Beach To Be Renamed The Tides Folly Beach</p>
<p>Guestrooms to be renovated this November</p>
<p>FOLLY BEACH, SC (June 14, 2010) –</p>
<p>1 Center Street, LLC (1CS), the owner of the Holiday Inn Folly Beach, announced that beginning in November 2010, the hotel will end its affiliation with Holiday Inn Hotels and be renamed The Tides Folly Beach. Additionally, the hotel announced Phase II of its renovation plan that includes a complete update of the guestrooms. The hotel, which is managed by Avocet Properties, reopened in March of 2009 after a $5.5 million renovation that focused on the lobby, meeting space, a specific portion of the sleeping rooms, and the creation of BLU Restaurant and Bar. The new rooms package will capitalize on the hotel’s oceanfront location by featuring natural colors and elements. The renovation will include new furnishings, bedding, flat screen televisions and local art. “The guest feedback has been that they really like the renovation we did to the public areas and BLU, but that they wanted the guestrooms to be brought up to date and have that same beach feel. We worked with local designer, Beverly Bohan of Haute Design and believe we have designed a great oceanfront room,” said Ken Merkel, hotel General Manager.</p>
<p>Relative to the decision to operate independent of a franchise agreement, Jonathan Weitz, President of 1CS explained, “The folks at Holiday Inn thought that our renovations and the food and beverage experience at BLU were great and unique, but different from what guests expect from a typical Holiday Inn hotel. In their words, ‘We were no longer a Holiday Inn’. As our franchise agreement is set to expire in November of this year, it was perfect timing to launch our new name, The Tides Folly Beach, along with the complete refurnishing of our guestrooms.” Once the hotel was informed that they no longer fit the mold of a typical Holiday Inn, it’s management explored several options and quickly determined that going independent was the best decision for them and the City of Folly Beach.</p>
<p>Mr. Weitz continued with saying, “In our opinion, Folly Beach is all about independent and free-spirited thinking. It is completely fitting that the island’s only oceanfront hotel also embrace independence and break free from a national chain.”</p>
<p>As The Tides Folly Beach, the management is hopeful that it will be able to push the envelope further to “the Edge” in terms of eclectic design in the new guestrooms and the atmosphere in the lobby and restaurant. “We truly want to create an experience you cannot get anywhere in Charleston. Many people have already commented that our hotel has the feeling of something out of South Beach in a Key West-like location” said</p>

<p>The Tides Folly Beach is Folly Beach’s only oceanfront hotel and opened as a Holiday Inn in 1985. It contains 132 oceanfront guestrooms, a full service restaurant and Bar named BLU and over 4,000 square feet of meeting space. The hotel was purchased by 1 Center Street, LLC in March of 2008 and closed its doors in November of that same year for a major renovation. The hotel reopened in March of 2009.</p>
