Two strikes, you’re out

A man who had been previously told not to return to the Sand Dollar was involved in a fight there with another customer when Folly Beach Public Safety arrived on the scene just after midnight on June 5. He was arrested for trespassing and transported to the county jail.

It’s the real thing

On June 5 Public Safety was dispatched to Rose Hardware in reference to vandalism of the Coke machine. Police were advised that employees had restocked the Coke machine the previous evening and emptied the change receptacle, but apparently the drink machine had been pried open during the night and the change canister, which was estimated to contain $10, had been removed.

High school drunks next door?

A high school graduation party on June 6 was thwarted when Public Safety stopped a car driving down Center Street about 10:00 p.m. without its lights on. Further investigation revealed a case of beer and two bottles of vodka in the back seat. The suspects, neither of whom had ID on them, claimed to know nothing about the alcohol and the driver said it must belong to his girlfriend, who was the owner of the vehicle. When the suspects were ordered out of the car, it was discovered that both were hiding open containers of an alcoholic beverage. The driver finally admitted to having purchased the alcohol in Irmo for their high school graduation house at 1689 East Ashley. The driver was arrested and taken to jail. The passenger was charged with Open Container and Minor in Possession of Alcohol and released.

Let me check my pockets

On June 10 about 10:00 p.m. Folly Beach Public Safety was dispatched to a suspicious group of people around a pickup truck in the rear lot of McKevlin’s Surf Shop. There was a cooler in the truck bed and an open Bud Light in the rear console cup holder. One of the suspects admitted the beer was his and when the responding officer asked if he had anything else illegal on him, the suspect thrust his hands into his pocket. The officer pulled his hands from his pocket upon seeing a knife and then discovered a bag containing a green leafy substance. The suspect was arrested and taken to jail where the green leafy substance tested positive for marijuana and weighed in at three grams. The suspect was arrested for Open Container and Simple Possession of Marijuana.

Boys will be boys

One of the two men fighting on the sidewalk in front of Lazo’s around 9:30 p.m. on June 11 was found to be wanted by Charleston County. After talking to witnesses, it was determined that the two were equally involved in the fight and it was hard to place blame on who struck the first blow. Both suspects were issued citations for Simple Assault and one was transported to the Charleston County jail on the outstanding warrant.

Where’s the gun?

At 2:30 in the morning on June 17, officers were dispatched to 219 East Arctic due to a white male who did not live at the residence threatening the renters with a gun. The suspect and a friend had followed the complainants to the residence from a Center Street establishment and began making racial slurs towards the renters, who were black. The complainant tried to leave, but the suspect grabbed him and would not leave. When he was asked again to leave and would not go, the complainant punched the suspect, who then informed the group he was going to his truck to get his gun and it was at that point that the rest of the males at the residence jumped on the suspect and held him down. The friend said he had just met the suspect earlier in the evening at a bar. The officers were unable to locate a gun, but decided the suspect was on some kind of drug due to his behavior and he was arrested for Disorderly Conduct and transported to the Charleston County jail.

A case of he-said, he-said

Public Safety officers responding to a fight in progress at Mariner’s Cay Marina at 8:30 a.m. on June 17 were flagged down by one of the combatants who showed them a contusion on his head and requested medical attention. He stated that a man he did not know approached him aggressively as he was parking his car at the marina and began “putting his hands on him” and accusing him of driving recklessly. He said the man began striking him and put him on the ground, causing the injuries he had sustained.

While the officer was talking to the victim, the other half of the fight approached and said he was on his bicycle with his dog on a leash in front of his residence when a white Cadillac sedan “came tearing through the parking lot” and nearly struck him and his dog. He said he went over to the Cadillac and the driver got out and shoved him with both hands and they began exchanging blows.

A crew trimming trees nearby said they did not see the start of the fight, but thought both men were equally disorderly and advised the officers that they thought both men should be charged. Witnesses from across the parking lot stated both men were swinging on each other. Both subjects were cited for Disorderly Conduct and the bicycle rider was transported by EMS to a local hospital.

What were they doing on that car?

While on patrol about 11:30 on June 19, a Folly Beach Public Safety officer was flagged down by a man who stated that while he was playing music at Lazo’s someone vandalized his 2009 Jeep. The officer observed dents in the hood, the antenna broken off, and a crack in the windshield and the windshield wiper broken off on the passenger side. While speaking with the victim, a deputy arrived who said he had run off a couple he had seen lying on the hood earlier in the evening who had also been involved in a disturbance at Snapper Jack’s. The suspects were known to be staying at 110 East Ashley, but it was unknown which unit so no action was taken at the time.

Acrobatic thief makes off with umbrella

Be on the lookout for a “Red Stripe” umbrella stolen from the patio at Lazo’s early on the morning of June 20. The manager said someone had apparently scaled the wall of the locked rear patio and made off with the eight-foot umbrella with a wood and brass pole. Luckily, there was an identical umbrella at an adjacent table so the cops got a good picture of the one that wasn’t stolen. If you think you’ve spotted the stolen merchandise, come by and check out the photo.

Beginning March 1, 2010, the Folly Beach Public Safety Department will be dispatched by the Charleston County Consolidated 9-1-1 Center. This includes all law enforcement, fire, rescue, medical services, and animal services-related service calls. In an effort to consolidate response to all emergency situations in Charleston County, the following agencies have come together to establish a Consolidated 9-1-1 Center:

What does this mean to the residents and visitors of Folly Beach?

If you have a police, fire, or medical emergency, dial 911.

Folly Beach Public Safety Department officers will continue their regular 24/7 schedule and will be dispatched for service by the Charleston County Consolidated 9-1-1 Center. The Public Safety administrative personnel will be available during normal business hours Monday through Friday from 9 a.m. – 5 p.m. and may be reached by phone at 588-7003. There will be an emergency 9-1-1 phone installed in the foyer of City Hall. There will also be an after-hours deposit box for water bills, court fines/bonds, and parking ticket payments.

How does 9-1-1 work?

When you call 9-1-1 from a landline phone, such as a house, business, or pay phone, the call is automatically routed to the appropriate 9-1-1 dispatch center and the telephone number and address are displayed to the dispatcher.

When calling 9-1-1 from a cell phone, the phone number is transmitted to the 9-1-1 center and displayed to the dispatcher. Charleston County has 9-1-1 Phase 2 technology that triangulates the cell phone’s signal and gives an approximate call location.

When you call 9-1-1, the dispatcher will ask your location. Identifying your correct location is key to promptly receiving the help you need. No system is perfect, and there can be discrepancies. This is why the dispatcher must confirm your location.

For the hearing or speech impaired, Charleston County is equipped with a Text Telephone (TDD/TTY) device that all dispatchers are trained to use. For those who do not speak English, Charleston County utilizes an interpreter service. The service has interpreters for over 175 languages.

9-1-1 Tips

•	Stay calm and speak clearly.

•	Do not hang up until directed to by the 9-1-1 dispatcher.

•	Answer the dispatcher’s questions promptly and to the point.

•	Be able to provide location information and directions.

•	Be as descriptive as possible. You may be asked to identify people or automobiles involved. The more information you can provide, the better the dispatcher will be able to prioritize your call and relay details to responding units.

•	If the situation changes before help arrives, call 9-1-1 again and give the dispatcher an update.

•	If you experience problems with the dispatcher or feel your call was handled inappropriately, ask to speak to the on-duty supervisor.

While these changes will take some getting used to, I am confident that the citizens of Folly Beach will benefit from the higher level of service that can be offered by a consolidated center. As we make this transition, please feel free to give us your feedback as we constantly strive to improve emergency response services in the City of Folly Beach.

October 31- A 19 year old man was seen by a police officer driving through a stop sign and sliding into Bert’s Market around 2:30am. When asked by the officer, the subject stated he did not have his license on him. However, he produced it after being asked again. The driver smelled of alcohol and he admitted to drinking while visiting a friend on Folly Beach. He was arrested for reckless driving and disregarding a stop sign. Furthermore, his car was towed.
November 2- A vehicle was about to exit the post office parking lot on East Indian but stopped in the middle of the road blocking a police car that was passing by. The driver reversed back into the parking lot and let the officer by, then turned in the opposite direction. The officer turned around, followed the vehicle and pulled it over. The driver smelled of alcohol and his eyes were glazed. He admitted to drinking a bottle of wine while fishing and a little bit more earlier in the day. He was unsteady and almost fell while performing a field sobriety test and it was discovered that his license was suspended. He was arrested and charged with DUI and DUS. Although he originally reversed his car to let the officer pass, he was also charged with “failure to yield right of way”.
November 2- A vehicle with two male occupants was pulled over on Folly Road in the vicinity of Little Oak Island for traveling 46mph in a 35mph zone. Two officers were on the scene and the driver pointed out that there was a near empty container of beer in the front console which he handed over to police. He was asked to exit the vehicle and the other officer asked the passenger out of the vehicle. A small bag of cocaine was seen in the passenger’s side of the car and a small bag of marijuana was located in his pocket. Both were arrested and the car was towed. The driver was charged with having an open container, speeding, expired registration and a broken tail light. The passenger was charged with possession of cocaine and simple possession of marijuana.
November 3- A woman was passed out in the front yard of home in which she did not live. An officer responded and recognized the woman from a previous encounter and knew she did not live at the address. She was advised to move on. However, the officer noticed the woman weaving in and out of the roadway as she walked a couple of blocks. For her safety and the safety of others, she was arrested for “public intoxication/disorderly conduct”.
November 5- A vehicle was pulled over for speeding on East Ashley. The driver appeared nervous to the officer and was asked to get out of the vehicle and also asked if he had any drugs or weapons. The subject stated he had a small amount of marijuana in his pocket which was retrieved. No other drugs were found in the vehicle. He was cited for simple possession of marijuana and “careless operation” of a car.
November 5- A man and woman were thought to be having sex on the beach around 1pm. When officers arrived, they did not notice the couple having ‘relations’ but did notice they were in possession of open containers of alcohol. Both were charged for the offense. However, the woman was “grossly intoxicated” and gave a false name to police. When they could not find any evidence of the person she claimed to be she was arrested and later gave her real name. She was additionally charged with public intoxication.
November 6- An officer noticed an intoxicated subject that he had a previous encounter with a few weeks earlier. The subject had been wanted by Charleston Police at that time, but they could not locate the warrant because it had not yet been entered into the system so the subject was released. It turned out that he was still wanted but he gave the officer a different name. He revealed his true identity when the officer informed him that he was wanted. He was arrested on that count and also charged with public intoxication and providing false information.
November 7- Staff from the Holiday Inn reported a man being passed out on the beach. When officers arrived, the subject was only able to mutter incoherently and could not answer questions. He was arrested for own well being. On the ride to the detention center, the man began to threaten the officer’s family saying things like he would take care of his family while the officer is at work. At the jail, he started a fight with another inmate and had to be restrained. He was charged with public intoxication and threatening a public official.
November 10- An unknown person slashed the tires on two different vehicles. One victim had only arrived in town the day before and was renting the property. A witness saw a suspect at that vehicle when the tire popped and called to him. The suspect ran away and officers were unable to locate him.
November 10- A woman was found crying in her parked car, still running, in front of the County Park after hours. The officer approached the vehicle and noticed several empty cans of Mike’s Hard Lemonade. The driver stated she had been in a fight with her ex-boyfriend and after ordering her to exit her vehicle, she appeared unstable on her feet. It was later discovered that her license and license plate had been suspended from a previous incident. She was cited for the open containers and the vehicle was towed.
November 10- It was discovered that a driver was driving with a suspended license after an officer pulled the vehicle over for having only one functioning headlight.
November 12- Officers responded to a report of a strange man walking around. Upon arrival, the backdoor of a nearby apartment was found open and the area was cleared. Other apartments were searched and the subject was discovered in the upstairs room of an apartment. It was discovered that he was wanted by Dorchester County and he was transported to Summerville where he was handed over to County authorities.

June 30- Two men were reported to be throwing beer cans into ocean. The reporting police officer smelled marijuana upon his approach and the two subjects gave up their stash without trouble. They were cited for the marijuana and the littering and were released.

July 1- A male subject stole two 18-packs of beer and left in a vehicle with three others. The officer noticed the vehicle down the street upon arrival. The three subjects in the vehicle stated that they did not know that the beer had been stolen and planned on going their separate ways once they got to the beach. The subject was identified and arrested for the theft. The beer was confiscated as well as an additional 18-pack that was found as none of the individuals were over 21 years old.

July 1- A male subject was reported to police around 12:30am. His eyes were glassy and he seemed “dazed and confused”. He stated that he found a sea turtle’s nest with eggs and wanted to tell someone (see “A turtle tragedy” in the July 10 edition of the Folly Current). He stated he lived with “Elvis” down the street, who was later identified as someone else. His parents were contacted through his cell phone and it was discovered that the subject had a mental condition and was apparently off his medication. The subject stated that he could not be forced to take the medication. He was arrested and the jail staff was made aware of the situation.

July 2- After pouring beer on several customers, a male subject ran out of Snapper Jack’s and was chased by employees. Police caught up with the subject at the Front Beach Inn, where he pretended to only know Spanish. He was identified by a Snapper Jack’s employee and put into handcuffs. She was carrying a 24oz beer and demanded the officer pay her $2 for it when he told her that open containers of alcohol were not allowed. The woman was unsteady on her feet and slurring her speech. She continued to be belligerent and began to draw a crowd. She was arrested for disorderly conduct and an open container.

July 3- Around 9:30pm, police received an anonymous call reporting that a subject was attempting to buy drugs in front of Bert’s and that another female subject had gone to Sol Legare to pick the drugs up. Officers were unable to locate the buyer, but found the female riding her bike towards Folly Beach. She was stopped and stated that she had nothing in her pockets, although officers noticed a bulge. She emptied her pockets revealing blood pressure pills which she had been prescribed. However, officers noticed her toss a small container onto the ground when she sat down which contained crack cocaine. She was arrested for the offense.

July 4- An officer observed three individuals in a golf cart that matched the description of one that had been reported stolen the day before. The officer pulled the vehicle over. After obtaining the driver’s identity, he jumped out of the cart and ran onto the beach, losing the officer who was in pursuit. The officer returned to the scene and instructed the other two passengers to take the golf cart to the police station where they stated the driver admitted to stealing the golf cart.

July 4- A couple were removed from the beach because the woman had been sunbathing with her top off. Both had open containers of alcohol.
July 10- An older man was pulled over for speeding. He appeared to have been drinking and admitted to doing so as well as taking medication for health conditions. He also admitted that he probably should not be driving and would go to a hotel if the officer could take care of the vehicle. He agreed to a field sobriety test, despite arthritis and a bad back. He was uneasy on his feet and seemed “dazed and confused”. He was arrested for DUI and blew a .20 at the detention center. His license was taken and he was advised that it was now suspended.
